carbon monoxide is formed in a limited supply of oxygen. so i am guessing this is what the question is asking for?
Yes - that's right, Rosy. The question is asking you to spot that incomplete combustion would take place due to the limited supply of oxygen in an internal combustion engine.
Hope your revision is going well, Tom! It's great to see you making use of the blog!! :)
